Key Job Responsibilities (JD)
The Climate-Smart Public Works Manager will support the implementation and management of climate-smart infrastructure and public works interventions.
Programme Management & Coordination
- Coordinate Climate-Smart Public Works (CS-PW) interventions in accordance with TASAF operational guidelines
- Support implementation of climate resilience and labour-intensive public works projects
- Coordinate interventions of the Climate-Smart Public Works and Infrastructure Development Department
- Ensure compliance with implementation procedures and financing agreements
- Serve as a member of the TASAF management team
Infrastructure Development & Project Oversight
- Coordinate infrastructure development functions according to approved sectoral norms and standards
- Review and verify sub-project applications prepared by Project Area Authorities (PAAs)
- Compile project batches for submission to the National Steering Committee (NSC)
- Monitor project implementation, funding, completion, and certification processes
- Support sustainable community-based infrastructure projects

Database Management & Reporting
- Manage an operational database for Climate-Smart Public Works interventions
- Maintain records of beneficiaries, wages paid, completed projects, and funded activities
- Prepare quarterly, annual, and periodic implementation progress reports
- Coordinate departmental implementation plans and budgets
- Ensure timely submission of reports and compliance documentation
Capacity Building & Staff Supervision
- Supervise Program Officers – Climate-Smart Public Works and Infrastructure Development
- Conduct staff performance appraisals using agreed performance indicators
- Train, coach, and mentor staff in technical and operational functions
- Identify training requirements and coordinate technical support resources
- Ensure required implementation materials are available
Community Development & Public Works Planning
- Coordinate multi-year implementation plans for Project Area Authorities
- Develop guidance materials for climate-smart interventions
- Participate in preparation of IEC materials (Information, Education, Communication)
- Promote effective public works implementation strategies to improve livelihoods
- Support donor-funded and community-based development programmes
Education Requirements
Applicants must possess:
- A Master’s Degree in Civil Engineering, Environmental Sciences, Project Management, Land Use Planning, Quantity Surveying, or a related field
- A recognized professional qualification in a relevant discipline
- Additional certifications in climate change management, infrastructure development, monitoring & evaluation, donor-funded projects, or public administration are advantageous
Experience Requirements
To qualify for this role, applicants should have:
- A minimum of 10 years of relevant professional experience in the public or private sector
- At least 5 years of current managerial experience
- Strong understanding of Climate Smart Labour Intensive Public Works interventions
- Proven experience with donor-funded development projects
- Experience in community-based development initiatives, social funds, infrastructure programmes, and project management
- Proven track record in successful programme implementation is an added advantage
