Job Overview

The Program Monitoring and Evaluation Specialist will lead the design, implementation, and reporting of monitoring and evaluation (M&E) frameworks for UNDP’s development programmes in the Shinyanga region. The specialist will work closely with project teams, government counterparts, and partners to ensure data quality, assess outcomes, and generate evidence‑based recommendations. Key Responsibilities

  • Develop and adapt comprehensive M&E plans, logical frameworks, and indicators for multiple development projects.
  • Collect, validate, and analyze quantitative and qualitative data to assess project performance against targets.
  • Prepare periodic monitoring reports, evaluation briefs, and impact assessments for internal and external stakeholders.
  • Facilitate capacity‑building workshops for project staff and partners on M&E tools, data collection methods, and results‑based management.
  • Coordinate third‑party evaluations, ensuring compliance with UNDP standards and donor requirements.
  • Provide technical guidance on data management systems, including the use of digital dashboards and GIS tools.
  • Support the preparation of knowledge products, case studies, and lessons‑learned documents for dissemination.
  • Collaborate with finance and procurement units to align M&E activities with budgeting and procurement cycles.

Required Skills

  • Strong analytical skills with proficiency in statistical software (e.g., SPSS, Stata, R) and data visualization tools.
  • Excellent written and verbal communication skills in English; proficiency in Swahili is an advantage.
  • Ability to work independently and manage multiple tasks in a fast‑paced environment.
  • Experience in designing gender‑responsive and results‑based monitoring frameworks.
  • Knowledge of UNDP M&E guidelines, the Logical Framework Approach, and the Results Framework.
  • Effective stakeholder engagement and facilitation skills.

Education

A Master’s degree in Development Studies, Economics, Public Policy, Statistics, or a related discipline is required. Candidates with a Ph.D. or additional certifications in Monitoring & Evaluation, Project Management, or Impact Evaluation will be given preference.

Experience

Minimum of five years of professional experience in monitoring and evaluation of development programmes, preferably within UN agencies, NGOs, or donor‑funded projects. Experience working in Tanzania or East Africa, and familiarity with the local development context, will be highly valued.

Salary

The position offers a competitive monthly salary ranging from 2,500,000 to 4,000,000 Tanzanian Shillings (SSP), commensurate with qualifications and experience. Salary is paid in accordance with UNDP’s remuneration policies and includes regular cost‑of‑living adjustments.
