Job Purpose

The Senior Protection and Inclusion Officer (SPIO) will lead the design, planning, implementation, management, and monitoring of HelpAge Tanzania’s inclusive humanitarian programmes in refugee camps and host communities in Kigoma Region.

The position will provide strategic leadership on the protection and inclusion of People with Specific Needs (PSNs), especially older persons and persons with disabilities, while strengthening collaboration with government institutions, UN agencies, humanitarian partners, donor organizations, and local implementing partners.

The SPIO will also serve as a key member of the Senior Management Team (SMT), contributing to organisational planning, humanitarian strategy, advocacy, and decision-making.

Key Job Responsibilities (JD)

Strategic Leadership & Humanitarian Coordination

  • Provide strategic leadership for inclusive humanitarian and protection programmes
  • Coordinate activities aligned with national refugee response frameworks
  • Represent HelpAge Tanzania in humanitarian coordination forums, inter-agency meetings, and protection working groups
  • Strengthen partnerships with UN agencies, humanitarian actors, government institutions, and local stakeholders
  • Lead advocacy initiatives for the inclusion of older people and persons with disabilities

Programme Design, Implementation & Quality Assurance

  • Lead planning, implementation, monitoring, and reporting of humanitarian and protection projects
  • Ensure integration of gender, accountability, inclusion, resilience, disaster risk reduction (DRR), and community-based approaches
  • Develop programme work plans, budgets, implementation schedules, and monitoring systems

Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Establish and strengthen effective MEAL systems
  • Promote accountability through feedback and complaints mechanisms
  • Monitor programme performance and document learning outcomes
  • Ensure programme quality and continuous improvement

Staff Management & Capacity Building

  • Supervise humanitarian programme staff in Kigoma
  • Provide coaching, mentoring, and technical support
  • Strengthen staff and partner capacity on protection, safeguarding, and inclusion
  • Ensure staff compliance with HR, duty of care, and safety standards

Safeguarding & Protection Standards

  • Ensure safeguarding and protection principles are embedded across all programmes
  • Prevent abuse, exploitation, and harm through effective safeguarding systems
  • Promote community participation and accountability
  • Report safeguarding concerns through internal mechanisms

Education Requirements

Applicants should possess:

  • A Master’s Degree in Social Sciences, Humanitarian Studies, Disaster Management, Conflict Management, Development Studies, or a related field
  • Additional certifications in Protection Programming, Refugee Management, Humanitarian Response, MEAL, Safeguarding, Project Management, or Disability Inclusion are advantageous

Experience Requirements

To qualify for this role, applicants should have:

  • A minimum of 5 years’ experience managing humanitarian or protection programmes
  • Strong experience in refugee or displacement settings
  • Proven leadership experience in staff supervision and partner capacity development
  • Experience working with UN agencies, humanitarian coordination mechanisms, and government institutions
  • Strong experience in proposal writing, donor reporting, and budget management
  • Knowledge of community-based development and refugee protection frameworks

Desirable Experience

  • Experience supporting older people and persons with disabilities
  • Knowledge of humanitarian inclusion frameworks
  • Ability to speak Kirundi and/or French
