Thamini Uhai, formerly known as the World Lung Foundation, has partnered with the Government of Tanzania since 2008 to improve maternal and newborn healthcare outcomes.

Job Purpose

The Procurement Officer will oversee procurement management functions, coordinate purchasing activities, ensure compliance with donor and organizational procurement policies, and support supply chain operations for the maternal and newborn health program.

The successful candidate will work closely with regional offices to maintain procurement standards and ensure efficient acquisition of goods and services across project operations.

Key Responsibilities / Job Description (JD)

The selected candidate will perform the following duties:

Procurement Planning & Purchasing

  • Establish and maintain procurement plans to ensure timely delivery of goods and services.
  • Prepare and coordinate:
    • Request for Quotations (RFQs)
    • Invitations to Bid (ITBs)
    • Requests for Proposals (RFPs)
  • Coordinate timely dispatch of procurement documentation through email or other approved channels.

Vendor & Supplier Management

  • Identify and manage preferred suppliers for procurement requirements.
  • Conduct supplier research and pricing analysis for local and international purchases.
  • Coordinate with selected bidders to finalize procurement processes, including contracts and bid documentation.
  • Monitor supplier performance and delivery timelines.

Procurement Compliance & Documentation

  • Ensure procurement transactions have complete and accurate supporting documentation.
  • Maintain procurement files and audit-ready records in line with donor and organizational policies.
  • Maintain up-to-date procurement manuals and documentation systems.
  • Ensure compliance with procurement procedures and regulations.

Procurement Evaluation & Reporting

  • Collaborate with the procurement evaluation committee during quotation reviews and bid evaluations.
  • Conduct price analysis and prepare procurement recommendations for management review.
  • Prepare procurement reports, purchase orders, quotation analysis, amendments, and correspondence.
  • Submit weekly procurement trackers to support operational visibility and corrective action planning.

Logistics & Supply Chain Coordination

  • Track purchase orders and ensure timely delivery of goods.
  • Compile supplier invoices and submit them weekly to the finance department for payment processing.
  • Coordinate delivery of purchased materials to receiving offices.
  • Support supply chain and logistics activities across multiple project locations.

Additional Duties

  • Perform any other procurement-related responsibilities assigned by supervisors or line managers.

Educational Qualifications
